To help improve air quality, an Ultra Low Emission Zone (ULEZ) operates 24 hours a day, 7 days a week, every day of the year
What is uLez charge?
The London ULEZ operates in the centre of the capital, in the same zone that’s used for the congestion charge. This runs from Victoria and Hyde Park in the west to Tower Bridge in the east, and from Euston Road in the north to Elephant & Castle in the south.
It will expand to become ten times the size by 2021, when undreds of thousands of vehicles driving within the North Circular and South Circular roads could be liable for charges.
What is Congestion Charge?
The Congestion Charge applies to most vehicles entering central London. Make sure you know how it might affect your visit.
- The Congestion Charge applies between 7.00 and 22.00, seven days a week, except Christmas Day.
- The Congestion Charge costs £15 if you pay in advance or on the same day.
- Drivers now also have up to three days after the day of travel to pay the daily charge at a higher rate of £17.50.
- You can pay the congestion charge online, by auto pay, or by telephone.
- If you do not pay the Congestion Charge you will be sent a fine for £160.
Discount & Exemptios
Most disabled drivers are exempt from the Congestion Charge, as are mortorbikes, mopeds and bicycles.
You can apply for a discount online, but you’ll need to supply certain documents to show you’re entitled to the discount.
Until TFL confirm your application is successful, you must continue to pay the daily Congestion Charge in full to drive within the charging zone. These discounts do not apply to the Ultra Low Emission Zone (ULEZ).

What is a PCN?
If you haven’t paid the Congestion Charge when you should have, we’ll send you a formal notification – a PCN.
If we record and capture an image of your vehicle in the Congestion Charge zone and our records show that you’ve not paid the daily charge by midnight on third Charging Day following it, we will issue a PCN to the registered keeper of the vehicle.
